π Keystone Bills Football & Cheer β Board Handbook & Bylaws (Summary)
π Mission
The Keystone Bills exist to empower youth through football and cheerleading. We focus on discipline, teamwork, safety, fairness, and community pride.
π₯ Membership
- Open to all eligible youth athletes.
- Certification required through Florida Elite and Keystone Bills protocols.
- Families must follow the Code of Conduct and support meetings, fundraisers, and events.
ποΈ Board of Directors
Our leadership team includes:
- President, Vice President, Secretary, Treasurer
- Sponsorship, Football, Cheer, and Athletic Directors
- Registrar, Compliance Officer, Volunteer Coordinator
Board Terms: Two years, elected biennially.
Responsibilities: Oversee operations, finances, compliance, and community engagement.

Meetings
- Monthly Board Meetings (quorum required)
- General Membership Meetings (twice per season)
- Emergency Meetings (as needed)
π΅ Financial Management
- All funds managed by the Treasurer.
- Expenditures over $500 require board approval.
- Annual budget set by November 15.
- Independent audits conducted yearly.
π Code of Conduct
- Respect for officials, coaches, and volunteers.
- Zero tolerance for bullying, harassment, or profanity.
- Violations may result in warnings, suspension, or expulsion.
- Fighting = immediate expulsion.

Certification & Eligibility
Athletes must be certified before participation, including:
- Age verification
- Medical clearance
- Insurance documentation
- Academic eligibility
ποΈ Game Day Operations
- Teams arrive 60 minutes before kickoff.
- Coaches present rosters, badges, medical forms, and insurance.
- All sideline adults must wear visible badges.
- Unsportsmanlike conduct triggers disciplinary review.
π‘ Fundraising & Sponsorship
- All fundraising must be board-approved.
- Sponsors recognized through official channels.
- Donations reconciled weekly.
π€ Volunteer Policy
- Each family: 4 volunteer hours per season (6 for multi-athlete families).
- Required hydration donation: 1 case of sports drink or 2 cases of water.
- Buyout fee applies if hours/donations arenβt met.
- Families exceeding 8 hours recognized at banquet.

- Coaches/directors apply each season.
- Must pass background checks and certifications.
- Head Coaches responsible for their staffβs conduct.
- Staff limits: up to 5 assistants per team/squad.
- Mid-season and post-season evaluations determine reappointment.
